Mr. McKiernan was born in Detroit, Michigan in 1962. He received a Bachelor of Science degree in mechanical engineering from General Motors Institute in Flint, Michigan in 1985, a Masters of Business Administration from the University of Michigan in Flint, Michigan in 1990, a Juris Doctor from the University of Detroit School of Law in Detroit, Michigan in 1995, and a Master of Science degree in electrical engineering from Wayne State University in Detroit, Michigan in 1998. Mr. McKiernan was admitted to the Michigan Bar in 1995 and the District of Columbia Bar in 2003. He is also admitted to practice before the United States Patent and Trademark Office as a registered patent attorney. Mr. McKiernan is a registered Professional Engineer.

Mr. McKiernan was employed as an engineer by General Motors Corporation from 1985-1999. His responsibilities included the structural analysis of automotive powertrain components. Mr. McKiernan served as a Patent Examiner in the United States Patent and Trademark Office from 1999-2000. His responsibilities included the examination of applications pertaining to equalization, phase and delay locking, spread spectrum transmitters and receivers, and error and noise correction.
