Stephen Boughner was born in Canton, Ohio in 1971. He received a Bachelor of Science degree in Electrical Engineering from the University of Akron in 1994, and a Juris Doctor degree from Akron University School of Law in 1997. Mr. Boughner is admitted to practice in California, New York, and Ohio, and is registered to practice before the U.S. Patent and Trademark Office.

During his studies in Electrical Engineering, Mr. Boughner's academic emphasis was in the areas of analog and digital communication, analog and digital controls, and software-based system simulation.

After his legal education, Mr. Boughner worked as a Patent Examiner from 1998 to 1999. Mr. Boughner examined in the fields of video processing, including hardware and software-based applications, optical systems, and many types of videos projection systems, including television, LCD displays, and projection systems.

Mr. Boughner has experience in preparing and prosecuting patent applications, conducting patentability searches, and studies in a broad range of electronics and electromechanical arts. Mr. Boughner is a member of the Intellectual Property Section of the American Bar Association, the American Intellectual Property Law Association, the State Bar of California, and the Ohio State Bar Association.
